In a Pay and Display parking system, the motorist parks, walks to the parking pay station, reads the directions and hourly rates, pays for the parking time desired, and is issued a receipt. The motorist walks back to his car, places the receipt on the dashboard with the expiration time visible, and walks away. That's it.

To enforce a Pay and Display system, your Parking Enforcement Officers just have to take a look at the receipt to make sure it is valid.
